Dell Inspiron 15 3000, 4g Ram, Win 10 64

I start the install (movie edit pro plus) and the bar goes approximately 10% and just sits there. I have turned off the wifi, anti virus and the firewall, none have made a difference. Any help would be greatly appreciated.
