I've seen this message before in relation to completely different software and installation problems.

The error message is telling you it cannot find the %APPDATA%\ folder.  If you go to Start>Search Programs and Files and type %APPDATA%\ that will show you the location of your Application Data folder.  In Win 7 it is normally in C:\(User Name)\AppData\Roaming\MAGIX.  I'm pretty certain this is where the initial install screen you see when first installing MEP will expect the folder to be and to be placed.

If your install of Win 7 is "unusual" you may need to edit that initial install screen to point to exactly where the AppData folder is located.  For example, if you have Win 7 installed on a drive other than C:\ I think you will need to "tell" MEP where to find that AppData folder, or indeed folders, since there will also be one installed either in the "AllUsers" folder or the one with your name within C:\Users\(YourName OR AllUsers)\MAGIX.
