I can burn a blue ray disc directly on the disc but when I make a image iso file and then burn on the bluray disc, it will not burn, it tells either image file is used by other programm or does not exist.
I tried all possible means but no sucess.

Which program are you using to burn the image to disc?
If you are using MEP try closing it and then start again with a new project. Do not load the project that you have created the ISO from.
Also do not have Windows Explorer open and viewing the folder the ISO is saved in.
