MEP 2015(?) used to have a scroll wheel that you could click on and with the mouses scroll wheel you could frame by frame that way.
In MEP 2020 there's no wheel so I have to hammer away at the keyboard arrows which can be quite annoying especially on the fingers. Is there a way to use the mouse own scroll wheel to form this, or has this function not in the program, if it isn't could someone recommend returning it in the next version of MEP.

The jog wheel is still there. If you don't see it, it's because your preview monitor isn't wide enough to display it, or it's turned off. Try making the preview monitor wider. If still not there, click on the hamburger menu at the upper left of the Preview Monitor and turn on the jog wheel.

Go to Window on the top bar and reset the view to standard and then go to the hamburger menu in the top left of the monitor block and tick the scroll wheel item.

Mark, did you actually have the mouse wheel moving the play marker along the timeline frame by frame or are you just dragging the jog wheel along? I would love to have the mouse wheel click along each frame but have never found a way to do it.

Just drag your Preview monitor wider ie right edge further to the right. You may end up with spare black space on either side of the actual video but your jog wheel will appear (this window is 1036x807):
I didn't have the preview that big just a typical 4x3 source on the left hand side like my first image.
You just hover the pointer on the wheel and "scroll" whilst on the wheel.
I canf remember if the old version if you select first then can scroll without needing to stay on wheel as above.

If this is a regular requirement, I would suggest you look at a a device such as the Contour Shuttle Pro or Express, @browj2 and I use one - Shuttle Pro and Shuttle Express respectively - and it is much more convenient and more capable device then using a mouse wheel or the jog wheel.
In the case of the 2 Shuttle devices, they are fully programmable, both globally and on a program by program basis, and can be used with other programs eg web browser for scrolling pages, image editor for zooming/moving around an image etc.

These are my preferred settings, I know @browj2 uses different ones.
Added: the settings can be different on a program by program basis as it has the ability to detect which program has focus and switches configuration automatically.

I find using the left or right arrows on the keyboard progresses the timeline frame by frame as well.

I have 4 banks on my ShuttlePro V2 for VPX and MEP that get modified from time to time. Below are 2 of them.

The inner ring moves frame by frame.
I have 2 other banks for Import modes and Audio.
The goal is to reduce to a minimum taking my hands off of the mouse and ShuttlePro to use shortcuts on the keyboard.

I'm surprised that you don't have one. I did a tutorial showing how to create and use more than one bank for Vegas.
