I just upgrade too the MS 2023 and the problems are just starting, mastering button keeps unchecking by itself and my limiter, even when I save the project close the program and start it again the mastering button is no check by now I solve this issue using a 3rd party limiter but it could be a bug or somthing.

Confirmed for both MS2023 and VPX14, I just never complained about it - too many other problems. Just don't reclick the Mastering button. BTW, this is not limited to the Limiter. The same happens with the other effects.
I suggest that you raise a ticket with Magix.

If you have the option set to Original then it is a pass through setting with nothing to be operational, so I wouldn't expect it to save. The limiter on the other hand should stay on but not if you chose Auto Mastering with the Original selected. That to my mind would be self negating.
Try just activating the limiter on its own and then save the project. See if it is still active when the project is opened again. At least this is working that way in MEP 2022.
