@Dennis- 2ms? Maybe this is a typo? Do you mean 0.2 seconds? Humans usually can only hear that a sound is late after 30ms. You can try it yourself by slightly moving two identical samples. After a certain amount of time you hear an echo. Before that time it's sounds like a flanger or chorus effect.

2ms seconds are only about 88 samples (at 44.100 samples per second). So that's not noticable.

You can usually set the sample buffer (and therefore latency) in the ASIO driver settings. A reasonable value is 256 samples or 512 samples which are much longer than 88 samples. You may be able to set an ASIO driver to 64 samples if you have a very high quality interface and an optimized computer.
