I purchased a 64-bit computer on which I installed my 'Video easy SCV Edition' program, but the Driver that comes on the CD gives an error and does not recognize the USB stick.

Assuming you mean Windows is 64 bit, then Windows will probably have already installed the 64 bit driver for the USB device, however, IIRC Video Easy SCV is a 32 bit program so you need 32 bit drivers.
What colour is the USB video device and does it have any markings on it?

Try this driver here.
If you are using Windows 10 and this driver does not work then I suspect that program is not compatible with Windows 10 and you need to update to the newest version of Video Easy.
