Update inquiry

I have VPX 17.0.3.68 (UDP3) Code 8447KA3

I get a reminder an update to 12 is available which was always $149 and when i click on extend I see the update to 14 at $79.

Does this mean if I buy the 14 at 79 have the 14 version?

I have recently been conned by deceptive sales with another company and want to be sure what I am faced with.

My advice would be don't upgrade. Neither of your systems support Direct X 11.1 or higher.
