The track you put an object on determines where the object appears - think of the tracks as a series of layers. Track 1 is the bottom layer so this is the 'background' .  Other objects placed on higher track number will appear in front of the lower track numbers.

For  example to put a title on top of a picture the picture could go on track 1, the title on track 2.  So in your case you need to drag the title on to a higher track number than the picture.

It does not particularly matter which track the picture and title go on so long as they are in the correct order.
