Sounds like a codec issue.

What file type are you using? Make sure if it is a DivX or XviD codec that you are running the latest version.

john's point is a good one, but are you also aware of two features to deal with offset? If you are working with MPEG files, then place the cursor on the video track in the timeline and depress the right mouse button. Choose either Create frame table new, and/or set audio/video offset. Non MPEG files only offer you the second option.
