I'm buying Vegas Pro 16 off a good buddy but can't find the Vegas Pro download to put in the serial code to activate it.

Really for Vegas products you should be addressing questions on the forums at the vagascreatives.net site.
However. My guess would be that you should first create an account at Magix.net and then your 'buddy' would then have to de-register the program on his Magix account and change the email address to yours for you to log into. The download links and access codes would be there.
However I could be very wrong in this assumption. Your best bet would be to ask this question on the correct forum where there are actually users of that program.
