Welcome to the forum.

Having used Windows Movie Maker you are at least familiar already with the basics of video editing. With Movie Edit Pro (often referred to as MEP) the tools you have at your disposal are much more sophisticated.

First I would suggest you read the installed manual - see Help, pdf manual in MEP2013.  This will help become familiar with the interface and what is available.

There are many tutorials on Youtube about Movie Edit Pro some are for beginners, it does not matter too much which version of MEP the tutorials are (within reason), if you cannot find one for MEP 2013 then Movie Edit Pro MX or 17 are close enough, to get the basics.

Start simple with just a few images or video clips and most importantly have fun and play with things like transitions and titles.

Come back for specifics or you need advice there are plenty of experienced users here to help and guide you.

Another source of introductory tutorials can be found in the program itself. Use the Help menu as I've shown below:

 

 

I'd recommend studying those in conjunction with diving right in and creating some experimental projects. You can't break anything!
