It takes 3 to 4 minutes to start video de luxe 2013 because import modules needs initiazation and program installation must be checked, before this happens, i had no problems, i did a program repair, with no results.

The program does this every time it starts and is normal, however if it is taking too long then something has changed on the laptop.

What changed on the laptop between i working and not working - eg was anything upgraded ? eg

Was this an upgrade from Windows 7 or 8 ?
If the laptop was upgraded to Windows 10 from 7 or 8 and VDL 2013 was installed before the upgrade then try re-installing using this procedure.
