Hi Michael

Here is an image of the timeline which will do what you want with a moving person :

The white circle on a black background mask is much larger than the video image to allow for movement,  in this case it was 3840 x 2160 px ie ,

 

Chroma key, Alpha was applied to the mask as shown in the top image

 

Keyframe animation was used to move the mask with the face to be disguised -  you can also use the right click, Attach picture to position option - some times this works well other times not - in this example it did not work very well so the keyframes were added manually - and it used less then attached option did.

The video is duplicated and mosaic applied to one with the mask in between the two videos.

This is what the final result looks like:
