Repelling text does not stay repelled

I have Xara Web Designer Premium 16.0.0.55162  DL x64 Oct  9 2018. I have a page where I repel text under a picture -- it works fine. I then save my file. When I reopen the file the text no longer repels even with the Repel under Text option selected -- the text stays under the graphic. In order for me to get it to work again, I have to erase and then recreate the text box and add my graphic in the box again. I need to publish it before closing the file or else I`ll lose the repel again.

Does anyone have any insight into this problem ? Thank you.

Thank you John EB, but my text already is in a text box and repel does work until I save and close the page. When I reopen the page for editing, the repel no longer works.
