Why does the program not allow you to reinstall if there's a problem with the hard drive. Photo Manager 12

Without more information on the computer you are trying to install on and what you mean by 'not allow you to re-install' - PM 12 is 8 years old and is only guaranteed to run on Windows versions up to and including Windows 8.

If you have a new hard drive and have Windows 10 installed then PM 12 the installer may not be compatible with Windows 10.
