Stack them! I've made color shifs on the pixelated tracks to show the differences better:

  • Track 1 - pixelated image
  • Track 2 - mask #1 Note the alpha arrow icon points down
  • Track 3 - Normal image
  • Track 4 - mask #2 Note the alpha arrow icon points up
  • Track 5 - pixelated image

As Carl says stack - however using less resources ie 1 video and 1 mask you can also do it this way

 

The stack is :

      Mosaiced video version of video below
      Mask 1
      Mask 2
      Normal video

 Here is an example

 

The mask is unusual as it is a png image with a white oval on a clear background and is used with the Alpha effect and the direction arrow set up and key frame animation to move it with the areato be pixellated..

The mask I used is available here and needs to be resized to what you require

Very neat indeed John!

What is particularly useful is the fact that the mask can be freely resized. In my version the background has to cover the entire film image area.

My usual added note: if you name your mask 'whiteoval_alpha.png' the effect is applied automatically.
