NewBlue 5 Recolor

Have installed and registered NewBlue 5 Recolor according to the instruction, and activated for ALL users. However, once I started the Photostory Deluxe 2022, I could not find "Filters 5 Recolor" in the Media Pool under "Effects". My OS is Window 11.

Welcome to the Magix user to user forums.

I don't have Win 11 or that specific NB plug in but, on the fx menu have you scrolled right down to the end of the list? For me, at least, this is where PS lists the NB effects I have installed.
