The program needs the soundcard for playback and recording. Try using Asio4all and creating a feedback to the sound card within its properties. If thast does work simply open skype and try to record your mic from there.
The best solution for voice recording is still using a smart audio interface with a connected XLR broad band condenser mic.

Make sure that you turn on the recording button (red) that is in the track information area and turn off any others that are on.
