The minimum OS version for Music Maker is 64 bit Windows 8.
You can try the free version of the program to see if it works, however there is no guarantee that all the features of the Special Editions and Plus or Premium versions will work. If the Windows 7 is a 32 bit version then the program will definitely not work.
Do note that the Special Editions have few Soundpools and Instruments specific to the genre of music - long term you may be better off purchasing the Music Maker Premium version rather then buy extra features, functionality, Soundpools and Instruments as your needs expand.
