Whenever I export in mp4 (trying to get the file in HD) it always comes out at a terrible resolution, like 240p. I have all the settings to the highest resolution in the editor and the export settings, and right now the highest quality export I can get is on a WMV file.
Also, the footage is AVCHD (.mt2s)

A couple of things, first you will never be able to export a file at a higher resolution than the original. So, what was your original video resolution, what were your movie and project settings when you imported the file and third, are you using the export tab in Mep, or are you clicking, file, export movie, Video as Mpeg 4.
How and what you are doing is really important to the results that you will get. If you don't tell us this, we just need to guess and we go around in circles. Too much information is always far better than not enough.
