In a nutshell the Levels have different constraints that define encoding parameters such as maximum bitrates, framerates and resolution, these are often confused with Profiles.
The higher the level the higher resolution/framerate/bitrate are supported eg 4K UHD is only supported at Level 5.1 or higher. There is a good table on what each level supports here on Wikipedia - scroll just over halfway down the page.
In the case of @big_guitar files, they are 720p Level 3.1 which is the minimum Level that support this resolution/framerate/bitrate combination.

There is a pertinent comment further down about remuxing for use in video editors with respect to the audio.

@johnebaker Thanks, yeah that makes sense & is mentioned along with loads of other stuff in what I read about it 👍 My phone & GoPro clips are UHD, the Handbrake one I tried was the OP's 720p clip I'd converted.
Something's botched in the file meta data/header. I did a "Copy-Copy>MP4" in AVIDemux and it now opens in Magix. I assume that the audio is silent.
The AVIDemux Copy-Copy process doesn't re-encode the file, it just rewrites the file information. The basic file is OK, just the code that goes with it, which is what throws programs trying to open it. This is preferable to a re-encode, which is what you would get with Handbrake.

To be sure, yes there was no audio in that specific shared file, sorry.
It may be that the source system is just very old (10+ years), which is contributing to issues, but I will experiment further. There are no graphics hardware encoder options available on the source, but it was set to fragmented mp4.
So, in OBS, using the older source system, I changed the Output-Advanced-Recording Settings from "fragmented mp4" to "MPEG-4", and then Magix had no issues with the source recording with that setting.

Getting back to this, there is a newer MP4 beta format selection option in OBS that the magix software can also import without issues, but also non fragmented I believe.

You're correct. I've used it and it does work with MS2025 at least BUT it is Beta and quite fussy.
It's purpose, I believe, is to be more stable for crashes or similar while recording. If a "normal" MP4 get interrupted while recording it can become unreadable. In OBS the way round that was to record as MKV but not all systems can play them.
This new MP4 codec seems to have all the functionality of the MKV but in MP4 format which is universal.
I say it's fussy 'cos it's hiccuped a couple of times on me while testing. It could be my settings or the fact it's currently a beta. I need to check when time permits.

Sorry I'm a bit late to the party on this one but I don't understand why you would use OBS at a frame rate less than the refresh rate of your monitor. I have never had problems editing OBS recorded footage in MMS or VPX.
I see slight differences in your MediaInfo data to mine so in the image below on the left hand side I have put the OBS settings I use to see if they help. The middle is your MediaInfo data and on the right the data from one of my files and I've underlined where the differences are on the files. While there is the warning that Andy refers to I have never personally suffered any problems recording.
You may not have access to the video encoder I use due to you using a Ryzen processor.
The nividia equivalent may suffice as an alternative.
