Trying this again since the last comment and closure of the thread sent me to another forum that I was not talking about. I am talking about Movie Studio 2023 NOT installing in windows 11. This is a brand new computer, meets specs and the installer does not do anything and crashes. What is the fix for this?

My apologies for closing that topic - both myself and another forum user read the body text of your post as referring to re-installing the Sony Vegas product on Windows 11 - hence the re-direction. We get many Vegas users posting here and selecting the wrong forum section to post in.
Assuming this is a PC and not a MAC running Parallels, the installing issue is usually caused by an over aggressive Antivirus program with Realtime/Folder/Ransomware protection features blocking the installer. - try disabling your AV once you have downloaded and started the Installations Manager. The IM will then download the rest of the program and start the install.
