you can add new tracks by pressing "ctrl + i"

Press "tab" to maximize/minimize the height of the tracks.

To maximise the track pane the two icons, indicated in the image below, hide/unhide the the Media pool and Control tab - only click the left icon to hide the Control tab if you want the Soundpools visible.

In the project settings ( A key) you can set the number of tracks to be used.
