Mesh Warp Effect

I am currently compiling a picture in picture effect into my current project, but I cannot locate the Mesh Warp effect to use with this. I know how to use Picture in Picture, but now I wish to manipulate the video within the video.

I have Vegas Pro 17 Platinum & I thought that this feature was within this version.

Can you please advise what I need to do?
