@Abraham-Kassis If the audio driver Magix Low Latency is selected in the program settings then it it's normal. This driver requires exclusive access to your audio hardware.

You can get around this problem by using another ASIO driver like the FL Studio ASIO driver. Just install the free FL Studio demo and then select FL Studio ASIO in the Sound Forge audio settings and click Apply. The Steinberg ASIO driver may also work fine if you install the free Steinberg Wavelab demo.

Or just switch to a non-ASIO audio driver in the program settings.

Dell laptop PCs Realtec soundcards are flaky, my XPS laptop cuts out every time I plug or unplug headphones, I have the either restart the PC or disable and re-enable the audio device in the PC's sound settings. I recall reading it has something to do with the Audio and Game controller,. and/or the Waves sound 'enhancer'; if your Dell has it.
