I'm having trouble with looping in the program. When I left click to add start bracket and right click to add finish bracket, I get the blue strip, but the playback ignores the stop and carries on to the end of the clip. I'd appreciate your help.

There are two playback buttons. The one to the left ignores the brackets while the one to the right of it (with the brackets showing) doesn't.
Also make sure the following it ticked in the movie settings.

Hi and welcome to the forum,
To loop, you have to use the [ > ] button (Range Playback) at the bottom of the Preview Monitor.
It plays the range but doesn't loop automatically unless you have checked the Play movie in loop mode as Ray pointed out.

To play a range, use the / button.
