Hi I don't have the start control for the loops in the loop view pane, I seem to remember that it had the start and the loop control to turn on/off looping of the selected loop, while listening to a project.

Do you mean the Soundpool pane?
If so, there are no stop/start or looping controls specific to this pane. For previewing the sound loops, they play automatically when you click on them, to stop playing click on it again, press the Stop button on the transport controls, press the Spacebar key, or select another loop to listen to.
The same applies to the File Manager and audio files and loops.
If this is not the Soundpool pane then please clarify what you mean by 'loop view pane' a screen shot would help.

Thanks Johnebaker I should make full use of this program more often so that I can remember how it is to be used, can you tell me if the the store contents are royalty free, of licensing limitations with a loops unlimited subscription

All Soundpools in the Store are royalty-free - for non-commercial use. See the details page of any Soundpool and you can read about it and how to get a commercial license if needed.
