Is there a way to rotate video 90 degrees in Movie Edit Pro 15 Plus?

My daughter recorded a video clip on my camera, but she rotated the camera sideways to do the filming. Is there a manner or method for rotating the video clip 90 degrees?

Yes, no problem. Mark the film, and go to Effects > Video effects > Rotation/Mirror. Under the right symbol, write 90 or 270 and press Enter.
