If by arrangements you mean your saved projects.(File/Save arrangements as Ctrl+Shift) then answer is yes. I have done but not on different computer but on different hard drive.
These are conditions; when you save projects in the folder you might have following files:
MMM
HO
HDP
BAK
or some time when strange thing happen also audio files from soundpool.
Therefore, keep everything as it is. Then save the desired project folder to some where save.
Now on an other computer you want to use your project files it must have same software you are using may be Magix Music Maker.
Then Magix should have same soundpools you have used.
I hope you do know when I say soundpool, (when we compose music we drag some instruments and drop on arrangers then edit and save. Those instruments are from soundpool whether from Magix software of Purchased soundpool DVD)
When you are sure on other computer everything is ok just copy your saved project folder if possible to same place example. Below is path as an example.
My Documents/Magix Music Maker 16 Premium/Hiphop/My Project-----> My Project is copied folder(this is example only)

Depending on your version of Music Maker you should be able to do the following.
From inside the program:
Go to File menu,
Backup copy,
choose the first option to copy your project and media to a folder.
Copying this folder over should allow you to open your project on another machine.
** if you are on a Premium version of Music Maker and using external VSTi pluggins these will also have to be installed on the other machine, and may or may not working depending on how their pluggin interfaces the Magix Music Maker program. **
Right now my computer is being formatted and I am using old one therefore, some details I may not include but will share what I got in mind.
If you have read my answer to you. On your other computer you should have same software and same sound pools.

You opened arrangemens correctwhat do you mean by choose directory for ogg? you are not supposed to do anything for project files except to open by Fiel/Load arrangements.
As you are sayig you only have ogg and mmm files then ogg files are saved from where you had used soundpool, it could be from Magix soft because in Magix soft files are in ogg format while on separate purchase soundpool dvd files are in wave format.
In short keep as it is whatever was inside project folder which you had copied and make a back up file. On new computer just copy that as it is.
Now make it sure, if your other computer do got same Magix Music Mager software with same version as on your other one from where you had copied files. Also Under Soundpools the (example Hip hop, Technotrance or Ambient) what ever you used for making music on your earlier computer are also available on this other computer. If they are same then there should not be any problem.
Pleae try just use File/Load arrangement do not choose directory for ogg. I did not understand what you mean by this ok.
