Easily done!

As shown above I've made two cuts (position playback cursor and use the 'T' shortcut) to define the section to be removed. I've additionally selected the section to be removed so that it is highlighted but that is not necessary.

With the playback cursor anywhere within the section do a RIGHT click on the icon to display the split options. Yours will probably show the default 'Split' icon -- the razor blade -- which does the same a the 'T' key. You want the 'Remove scene' option.

If you have a blank space across all tracks that you need to close up, switch the mouse mode to all tracks, grab the first object to the right and drag it to the left. Everything to the right, above and below will move.

Or switch mouse mode to single track and do the same, but one track at a time.
