Are you using Google chrome? If so have you updated it to the latest.

Have you tried using different browsers?

A malware infection can also be responsible for this particular issue.

Browser hijackers and adware injectors can send too many process requests to reCaptcha until the software decides to prevent you from using it.

In this case, the solution is to clean your system of malware infection and reinstall Google Chrome.
