Well, you could try installation in XP compatibility mode and specifically running both installer and the actual program by right-clicking and choosing "Run as Administrator". This might get you somewhere. However, ultimately, this version is just not compatible with Windows Vista and predates this operating system by at least two years. You might want to look at a newer version:
