Hi

The 1603 error means the run permissions or Temp folder access permissions on the computer are incorrect, usually caused by your account setting being corrupt, this can occur after a Windows update not resetting the account correctly, or not having Administrator privileges.

Did you try right clicking the installer file and selecting Run as Administrator?
