How to place a picture ontop of another.

I want to use a picture as a background and then shrink another picture and put it ontop. I know how to shrink the one, and I try to place the pictures under eachother on seperate tracks. But when I play the movie, only one or the other is shown. How to I get the big picture to become the background and get the shrunken one ontop of it? thanks

Place the background picture on track 1 and the shrinked picture on track 2. ( The "direction fo sight" is from bottom and up, so track 1 is behind track 2 ).
