How to limit?

Hi, I use Sound Forge Pro 11 (Build 345). When I try to limit my track or a selection, I use the effect: Dynamic graphics as a limiter. To do this, I set the radius to infinity and the threshold to -6db for example. Never the level split in -6db. I wish it was a hard limiter but the threshold is always exceeded. What am i doing wrong?

Below is an example of a 'brick-wall' limiter with the Graphic Dynamics processor, Additional points can be added for over-easy compression prior to the limit threshold, An expander curve can be added as well which can be used to attenuate BG noise some (similar to a noise gate)

That said, I would use 'Wave Hammer' ('Effects' menu) for 'brick-wall limiting. You use the stage 1 for some overall compression (or bypass it) and just use the stage 2 function, The maximum peak output is adjustable up to -0.0 dBFS. The level will not exceed that... no matter what. Beware though, excessive gain reduction with WH will induce audible distortion (which is desirable in some cases, When stage 2 is pushed to distort some, it is similar to a vintage analog limiter.

There are many limiter plug-ins available (free and otherwise), My current favorite is the Tokyo Dawn's #6 Limiter' , which has five stages of processing options, The GE version is affordable and the free version works great as well, Though the #6 may be to complex for non-audio folks.
Many folks like the LoadMax limiter, which has only two basic parameters to set, Threshold and Output, Like WaveHammer, it will not exceed the output ceiling parameter.
The Kjaerhus Audio Classic Master Limiter is another simple brick-wall limiter option. This limiter just has a threshold parameter. If less than -0.0dBFS is wanted, one needs to set a lower output ceiling with volume, peak normalize, or another plug-in that has output volume..

Have a good 2020.

Thank you for your help, rraud . TDR Limiter 6 GE seems very good. WH is a good option too. I have been using it incorrectly. First > bypass compressor and then maximizer volume I only played with threshold, and it never moved the output gain (I always kept it at 0). Now I know how to use it. Thanks.
