Hi,

Simply put it on the higher numbered track than all other video and image objects, resize and locate it where you want with Effects, Movement, Size/position, stretch it out over the entire video, then reduce the transparency using the middle handle on the object. Your logo should be in a transparent png file for this to work properly, otherwise you will have to do some masking and chromakeying.
