Go to File - Settings, here you have Movie Settings and Program Settings. Shortcuts are E and Y

There is no single answer to this question - it all depends on the source material and what you intend to produce from it.

Your source material and movie settings have to be at least the same resolution as the final output otherwise you will lose quality, you can downscale without losing quality ie HD movie to standard DVD is OK but you cannot satisfactorily go the other way.
