How do I activate all the transitions I already paid for in Studio 16, and activate them for Studio 23?

First, are you aware that Movie Studio 2023 is not, strictly, an upgrade to Movie Studio 16? MS2023 is a rebadged version of Magix Movie Edit Pro because the Magix Vegas developers decided they wished to concentrate on Magix Vegas Pro and its derivatives.
So, if the transitions you ask about were specifically created for Vegas Movie Studio it is highly likely they will not work in Magix Movie Studio 2023, sorry!
To be able to use these transitions you may need to consider moving to Vegas Pro or one of its derivatives. To ensure compatibility perhaps it would be a good idea to download the free trial of whichever Vegas product you wish to use.
Assuming you bought Movie Studio 2023 very recently you should email infoservice@magix.net and request a refund of your purchase price.
