Hi,

How I can sell a license to another person? Is there a possibility, procedure?When upgrading from AP7 to AP8, do I still need to have a license for the older version?

Check out the EULA. It tells you how to do exactly that. I've seen the section in Vegas' EULA and am assuming Acid's is the same. It allows you to sell your license and sets out conditions and methods on how to do so.
