Why does the "Get CD Track Information option no longer work with my Audio Cleaning Lab 16 ?

The simple answer to your question: because the original web site used to access this data has been shutdown, sorry. A slightly longer explanation, with rather more details can be found on this Wikipedia page.

Having just attempted this in the latest release, Sound Forge Audio Cleaning Lab 3, as far as I can see the facility has been removed completely. So, no, sorry.
