Thanks for getting back to me. Here in Australia we use pal system. The clip is an MP4 youtube clip (usually NTSC format/frames) I have made 4 dvds since updating to vpx13 and the result is the same - FLICKERING.

I suspect that the issue is that the video clip is Variable Framerate (VFR) - in the MediaInfo video section you will see this line if it is:
Frame rate mode : Variable
VFR video causes issues with many video editors which expect Constant Framerate (CFR).
If this is the case the video will have to be converted to CFR using a video converter such as Handbrake
If not, then we need the MediaInfo data on this clip.
Unfortunately in the image above you have hidden the information for which GPU is being used for Exporting - we need to see all the data - if it is set to UHD 630 then that is OK, if it is set to the GTX 1060 change it to the UHD 630.
In the past few versions of VPX and MEP mixing frame rates has never been a good idea although in the past this has mainly effected single video clips using variable frame rates inside the one clip. It's possible VPX 13 has become more sensitive to frame rate changes but to me the video looks like it is constantly changing the ratio of the video back and forth from 4:3 to 16:9 rather than a frame rate problem, but the two may be linked somehow.
Are some of the clips also a different screen ratio?
All video clips and still images have a colour space applied to them. Some are flatter than others or have a wider gamut to collect more detail in the highlights and shadow areas. BT.709 is designed to terrestrial broadcast where sometimes to to broadcast bandwidth restrictions compress the contrast down to a broadcast capable level.
If you work at 4K or above you may notice you have the option of using BT.2020 where the bit depth of the output of the file can change from the HD specs of being 8 bit to the newer 4K and 8K specs that allow for a 10 to 12 bit colour space. There is little point in changing to that though if your monitors are not at least capable of producing a 10 bit image.
MEP 2017 | 2018 | 2020 | 2021 (no problem encountered at all).

If I uncheck "Processing", the problem is solved. Why that is, then I can't tell you. But, I do suspect that this is one of the many bugs in Pro X13 You can download my used movie clip [from here], so that you can test it out for yourselves. I look forward to your comments
The 'flash' in your clip also happens to occur every five frames, which would suggest the Interpolation algorithm has an issue, this may be related to the video being expanded to full width issue which is seen.
Added: forgot to mention Device options all set to UHD 630
I don't have VPX 13 yet so can't confirm. I prefer to wait until the bugs have been ironed out.
I do note your file has a constant frame rate so that theory goes out the window and it plays and exports without fault in both VPX 11 and MEP 2021 on my system. The screen ratio seems to be 3x5 (I may be wrong, my math is not brilliant) which is also a bit odd or have you trimmed it in any way.
I have more of these video clips, all of which play well in all previous MEP and Pro X programs. Unfortunately, in Pro X13, these clips do not play properly. I will start submitting these findings to Magix Support. Personally, I am very curious to hear @carl-benjamin response. With me everything is set to UHD 630, but if I set the processing to Compatibility mode, there are no problems either. For now, I'm assuming this is one of the many bugs in Pro X13.
I have been downgraded from Pro X13 to Pro X12. Then I upgraded Pro X12 to Pro X13 version 19.0.1.98 and put the same movie clip on the timeline and played it back without any problems.

Then I updated Pro X13 again to Pro X13 version 19.0.1.105. Unfortunately, the problem is back again. I can / may assume, that this is again a bug. Now that I am more or less sure about this, I am going to report this to Magix Germany and see if this will be fixed in a next update.
That's right, but with my last answer / video I wanted to show you, that in Video / Processing the checkbox does not have to be removed in Pro X13 version 19.0.1.98, but in Pro X13 versions 19.0.1.103 / 19.0.1.105 it does. Why, on that I have no conclusive answer, maybe I will get that from Magix Germany.
