Does Sound Forge Pro automatically apply dither when using "Save As" to save to MP3 or lower bitrate files? Or do you need to apply dither first?

Dither is not an issue with lossy files.

Ok so could you give some guidance? I have a collection of 16bit 44.1K files from the nineties that i'd like to update with some plugins. Should I convert to 24bit first (use dither), process with plug, then save back to 16bit? Or just skip all the conversion and process the 16bit files? Thanks!

skip all the conversion and render 44,1k Hz 16bit PCM files. (assuming it is audio only) You can encode end-user MP3 and/or AAC from the PCM master.
