@Dschulman Is Sound Forge set to Event Editing mode? You first need to create events and then it should work.

@Dschulman, Event editing FYI:
"Edit> Tools> Event" or use the toolbar 'tools' icons. You can also switch back and forth between the 'normal edit' and the event mode.
Additionally, there are x-fade and ripple options in the 'Options> Event' menu. If you wish to add x-fade to an exiting timeline event/file, the 'S' key will add a split point and divide the timeline. Also In the edit mode, gain/trim is available, just drag the top edge of the timeline downward. If you are familiar with Vegas, editing events in SF is similar and many of the event keyboard shortcuts are the same.

The timeline basically appears the same in the Event mode and does not display anything different without user input.
if you wish to cross-fade audio that has already been added to the timeline in the 'normal edit' mode, enable the 'Event' mode and press the 'S' key to split the file at the point you wish to x-fade, This will allow to drag the x-fade handles at the top of the event edges on the two adjacent events, You can also drag the events' or their middle edges for a precise alignment. Alternately, enable auto-x-fade in the 'Options> Event' menu and drag the events (or their edges) to overlap, which will create the x-fade automatically.
btw, if you right-click on the created x-fade, a context menu will appear with options to change the fade curve, zoom, ect.
