You are addressing a problem that has been discussed here many times (in previous versions of Vegas Pro).
Use the search function to find out.
My workaround (it only happens sometimes for me) is that when the error message appears, I select another event in Vegas Pro.

Install MediaInfo to see a file's attributes, which will state the audio codec, which could be one of many in the <.avi> file extension and post the results.

Otherwise, back in VP, (assuming the audio track opens) use 'Render to a new track' for the problem audio using the PCM audio format, Then 'open' or 'open copy' in the audio editor.
