However, I'm a little confused by you implying you need the AAC Encoder in order to burn CDs. CDs must have 16 bit, 44.1kHz uncompressed wav files in order to be playable by a standard CD player.

Without knowing which version of Samplitude you are using then:

If you require Surround Sound audio cd's then, AFAIK, you need to create a DTS Audio CD, check that Samplitude supports this.

The AAC codec activation fee based - you need to purchase this.
