Xara Designer Pro X365 Version19, install issues. After downloading the software and then clicking on the file, I get the following message, " Windows cannot access thespecified device, path or file. You may not have the appropriate permissions to access the Item". How do I fix this? Thanks.

Try temporarliy turning off the Antivirus Folder/Realtime/Ransomware protection feature before installing - some AV are known to block the installer.
It would also help if we have more information on your computer specification - see this topic for what is required and please quote processor and graphics card make/model in full - I would suggest you put this information in your profile signature so we do not have to keep asking for it - see mone as an example.
