There should be a startscreen which tells you to watch the Tutorial Videos and download the content...it was a huge button on the bottom of that screen.

Ah...you do use Music Maker 16, don't you? In Germany they released 16 a few weeks ago...?

You'll find the link in the "Help" area as well (not the help file received by hitting F1, but the menu on the top)

 I may be closer to a real answer.  In the bottom right corner of the welcome dialog box it has "Download soundpackets..." I think soundpackets are soundpools or soundpackets contain soundpools.  I clicked the link that took me to a page that looked like an error; no instructions.  But there is a button with an arrow.  I clicked the arrow button and it opened a description.  I then clicked a second identical arrow button (still no instructions - easy to miss).  I had to prove I was human and it started downloading an 87 meg file.  It must be on their slowest server because it's saying it will take an hour to download.  Yesterday I downloaded the 100 meg app in less than 10 minutes.

If you want truly free loops & sounds  (www.looperman.com) I use alot of there loops all free and there's(www.soundsnap.com) also free so there you are. Happy music making
