A 1603 overlapping I/O error message is usually a failure with part of the Windows installer registration on the computer.

Depending on which version of Windows you have then try the following:-

  1. Windows 8 or earlier, or a clean install of Windows 10 - this Microsoft solution before installing any software.
     
  2. Windows 10 upgraded from Windows 7 or 8 see this tutorial.
