Spectra layers seems to be only allowed on one device at a time, as opposed to the Magix policy of two devices. Is there a way I can slip past this restriction? I want to be able to use this program on desk and/or laptop as needed.

MAGIX doesn't own SpectraLayers, Steinberg does. You need to use eLicenser and dongle it if you want to move it between any devices of your choosing.
Steinberg has stated that the future will be dongle-free, however we do not know what their policy on installations will be.

I find that hard to believe. Steinberg pretend to keep that stuff in-house, generally speaking. They literally bought the elicenser to control company that stuff.
